The recent report from His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) highlights a significant issue within the 44 Fire and Rescue Services (FRSs) in England: a failure to demonstrate positive values and evidence of poor behaviours.

It is clear there is an urgent need for change, and the HMICFRS has offered several recommendations to help guide FRSs in the right direction. As a listed provider of the National Fire Chiefs Council (NFCC), Safecall can assist FRSs in implementing these recommendations, particularly in relation to whistleblowing and investigation processes.

One of the key recommendations from the HMICFRS is the need to provide staff with access to an independent reporting line that can be used as a confidential way to raise concerns outside their own FRS.

I am delighted to say we already work with several FRSs who have taken proactive and positive steps to improve organisational culture, providing staff with the opportunity to speak up.

Fears of reputational, professional, or financial repercussions from disclosure often prevent employees from coming forward and reporting wrongdoing. This allows wrongdoing to continue and become commonplace.

Providing a dependable, trusted, and anonymous employee hotline or external whistleblowing service provider can help employees feel safe to speak out against misconduct and unacceptable behaviour. Organisations can demonstrate their commitment to confidentiality and the security of their employees by offering an independent and external whistleblowing service.

The national report also highlights the need for investigations to be conducted in an independent and confidential manner. Outsourcing the investigation process demonstrates an FRS’s commitment to a thorough and impartial investigation and makes sure they are complying with the new standards. Consulting an independent whistleblowing specialist services provider, such as Safecall, to aid in reviewing existing investigation and report management systems can help increase the efficiency, reliability, and security of the process.

It is essential that FRS staff are aware of how to speak up and access these enhanced whistleblowing processes. External whistleblowing service providers can offer training to employees to help raise awareness of the policy and procedures an FRS has in place.

Educating employees of the anonymous employee hotline and how and when they can access it can help improve workplace culture. Whistleblowing training courses not only educate staff on the whistleblowing and complaints resolution processes, but they also build confidence that the system works and can be trusted.

Finally, FRSs must adopt a zero-tolerance policy for poor behaviours. Training provided by a whistleblower hotline vendor gives staff at all levels a better understanding of the importance of whistleblowing, the reporting procedures, and the responsibility that firms have towards members of staff who speak up against wrongdoing and discrimination.

Ensuring managers and other senior members of staff are trained sufficiently to identify unacceptable behaviour and support whistleblowers throughout the entirety of the complaints and investigation processes is a crucial step towards creating a positive working environment for all.

In conclusion, the HMICFRS report highlights the need for meaningful change across the Fire and Rescue Services in England.

Safecall can assist FRSs in implementing the recommendations outlined by the HMICFRS, particularly in relation to whistleblowing and investigation processes. By providing an independent and external whistleblowing service, reviewing existing investigation and report management systems, educating staff on the policy and procedures in place, and adopting a zero-tolerance policy for poor behaviours, FRSs can begin to create a positive working environment for all employees.
