Dubai’s resilience centre enhances preparedness for emergencies and crises
As reported by the Government of Dubai Media Office, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued Decree No. (48) of 2024.
This decree establishes the Dubai Resilience Centre, aimed at enhancing Dubai’s ability to manage risks, emergencies, and disasters effectively.
Operating under Dubai’s Supreme Committee of Crisis and Disaster Management, the Centre has been granted legal authority to implement necessary actions.
It aims to ensure Dubai remains one of the world’s most agile cities in addressing crises and recovering rapidly.
The Centre will coordinate joint efforts to mitigate risks and manage any emergencies.
Core responsibilities of the Dubai resilience centre
The Decree outlines key responsibilities for the Dubai Resilience Centre.
These include preparing and developing the emirate’s resilience plan, policies, and strategic frameworks in coordination with relevant authorities and submitting them for approval by The Executive Council of Dubai.
The Centre will also monitor the implementation of approved plans and programmes, assess performance indicators, and report findings to the Supreme Committee.
It will manage a central operations platform linked to Dubai’s authorities for crisis management.
In addition, the Centre will establish partnerships with local, regional, and international entities.
It will collect and analyse data to support scenario planning and recommend initiatives to enhance public awareness of crisis preparedness.
Enhancing preparedness through simulations and studies
To strengthen Dubai’s readiness for potential crises, the Centre will develop scenario-based exercises and simulations.
These activities will help evaluate and enhance preparedness and will be documented for review by the Supreme Committee.
The Centre will also study and forecast potential threats and propose strategies to mitigate risks.
Outcomes and lessons learned will be incorporated into future resilience planning.
Decree enforces cooperation with Dubai resilience centre
The executive structure of the Centre will be led by an Executive Director, appointed by the Chairman of The Executive Council of Dubai.
The Director’s responsibilities include aligning the Centre’s strategic plans with Dubai’s goals, setting performance targets, and coordinating with authorities to implement improvement plans.
The Decree mandates all government and non-government entities in Dubai to cooperate fully with the Centre by providing required data, documents, and studies.
Decisions to implement the Decree’s provisions will be issued by the Chairman of the Supreme Committee of Crisis and Disaster Management.
Any conflicting legislation will be annulled.
