NCLO course gains formal recognition
The National Control Liaison Officer (NCLO) training course, introduced in 2022, has received accreditation from SFJ Awards, an Ofqual-regulated provider of emergency services qualifications.
This course is designed specifically for control room staff assuming NCLO roles, which are critical in coordinating responses to major incidents.
According to London Fire Brigade’s NCLO Course Director Shiralee Hull, this training addresses key recommendations from the Kerslake Report to enhance multi-agency response efforts.
Hull explained: “NCLO training provides support to control room managers and multi-agency officers through extending the shared understanding and common language that supports multi-agency collaboration.”
Key focus on multi-agency collaboration
A primary goal of NCLO training is to enhance communication and operational alignment during incidents.
It aims to deliver the Joint Emergency Services Interoperability Principles (JESIP) objectives, as required by the Civil Contingencies Act 2004.
Hull further noted: “It enables a more effective communication link throughout an incident and enables control rooms to deliver the JESIP objective of working together and to meet the support requirements required under the Civil Contingencies Act 2004.”
The course, developed in collaboration with the NILO Delivery Group and the National Fire Chiefs Council, is the only one of its kind.
SFJ Awards enhances course credibility
The accreditation by SFJ Awards brings formal recognition to learners, ensuring the course meets high-quality standards and includes independent quality assurance.
Hull highlighted the importance of accreditation: “We see it as a natural progression for the development and enhancement of the training, ensuring that it maintains the highest standards with independent quality assurance giving confidence to both learners and the public.”
David Higham, SFJ Awards Managing Director, also stressed the value of the training: “This specialist training is of vital importance to our safety and security, enabling emergency service control rooms to work together to save lives and reduce harm.”
Accreditation supports interoperability
The collaboration between SFJ Awards and NCLO stakeholders underscores the broader aim of fostering interoperability among emergency services.
Higham added that the accreditation process supports the next phase of course development, ensuring the training remains effective and relevant to the evolving needs of emergency service providers.
