Early career and foundation of Telgian
William (Bill) J. Tomes of Encinitas, California, died on 30 August 2025 at the age of 83.
He began his fire service career in 1964 and later became Fire Marshal of the City of San Diego, retiring from that role in 1985.
Following his retirement, Tomes founded Tomes and Associates, which laid the groundwork for Telgian Holdings.
In 1988 he co-founded Tomes, Van Rickley & Associates (TVA), providing fire and life safety consulting services for businesses and government agencies.
TVA’s services included code interpretation, risk analysis, hazard evaluation, plan review, fire sprinkler system design and industry training.
Leadership at TVA and creation of Telgian
From 1992 to 2002, Tomes served as Chairman of the Board and CEO of TVA Fire and Life Safety.
During his tenure, the company gained international recognition for its use of emerging fire protection technologies.
In 2007 the Telgian brand was created to reflect the company’s expanding fire, life safety and security services.
The word “Telgian” is derived from Old English and means “to branch out and grow.”
Tomes later served as Chairman Emeritus of Telgian Holdings until his retirement in 2023.

He authored articles for industry publications and taught seminars across the United States.
He was President of the California Fire Marshals Association and the San Diego Society for Fire Protection Engineers.
