Enhancing firefighting infrastructure in Albania
As reported by the United Nations Development Programme (UNDP), Albania is enhancing its firefighting capabilities through a partnership with the Government of Poland.
This collaboration aims to modernise and strengthen the Albanian Fire Protection & Rescue Service (AFPRS) to better respond to the increasing frequency and severity of fires exacerbated by extreme heatwaves.
In response to the significant challenges posed by natural disasters, including the 2019 earthquake, this initiative has led to the construction of two new fire stations in Fier and Pogradec.
These stations are strategically located to improve response times and are equipped with modern firefighting technology.
Provision of modern firefighting equipment
A crucial component of the partnership involves the donation of three 4×4 fire trucks to the municipalities of Lezha, Fier, and Pogradec.
These trucks are designed to navigate challenging terrains, which is essential for effective firefighting in both rural and urban areas.
Additionally, three Urban Search and Rescue (USAR) containers have been provided to Lezha, Fier, and Durres, enhancing their capacity for search and rescue operations.
To ensure the safety of firefighters, 169 sets of Personal Protection Equipment (PPE) have been distributed among eight municipalities.
This gear includes fire-resistant suits, helmets, gloves, and boots, all designed to protect against the intense heat and hazardous conditions faced by firefighters.
Comprehensive training for firefighters
Beyond equipment, extensive training sessions have been organised to maximise the effectiveness of these new resources.
A total of 356 firefighters have received training in firefighting techniques and rescue operations, aligning with International Search and Rescue Advisory Group (INSARAG) guidelines.
This training aims to enhance their operational capabilities and preparedness for disaster response.
Commander of Lezha Municipality fire service, Jasim Simonia, highlighted the benefits: “The new equipment has been a game-changer for us.
“The 4×4 fire trucks allow us to reach fire sites quickly, even in the most challenging terrains.
“The PPE gives us the confidence to face the heat and smoke, knowing that we are protected.”
Community impact and resilience
The impact of these improvements extends to the communities served by the firefighters.
Armand Gorra, Commander of Pogradec Municipality firefighters, noted: “The impact of these interventions is felt across the communities.
“Residents in the affected municipalities have noticed a significant improvement in the response times and effectiveness of firefighting operations.”
Teuta, a resident of Cakran village in Fier, shared her experience: “A fire broke out during the peak of the heatwave, threatening our neighbourhood.
“Within minutes, the firefighters arrived and managed to contain the fire before it reached the houses.
“Their swift action saved our olive yards and homes.”

Monica Merino, UNDP Resident Representative in Albania, acknowledged the vital role of the Government of Poland in this initiative: “The contribution of the Government of Poland has been instrumental in enhancing Albania’s firefighting capabilities.
“This partnership has brought about significant improvements in the capacity and effectiveness of the Albanian Fire Protection & Rescue Service.”
The strengthened firefighting services in Albania are now better equipped to protect lives, livelihoods, and development gains as the country continues to face the challenges of natural and man-made disasters.
