Robert Mulaudzi, a spokesperson for Johannesburg Emergency Management, stated that the fire began around 1.30am local time.

He did not confirm a report by News24 that the building was in a state of disrepair and had been occupied unofficially.

By 10am, the scene remained chaotic with the five-storey building still smouldering and emergency services working diligently.

The municipal government speaker, Colleen Makhubele, implied the occupants were in the building unlawfully, stressing challenges faced by the city in efforts to evict individuals from such properties.

Johannesburg grapples with significant social challenges, having around 15,000 homeless residents, as stated by the provincial government of Gauteng.
